A national landscape analysis examining Türkiye’s tobacco control legislation, implementation capacity and policy gaps.
- Legislative and implementation analysis
- Mixed-methods research
- Reporting and stakeholder presentation
The need
The absence of a comprehensive, up-to-date assessment of the extent to which Türkiye’s tobacco control legislation, and its implementation and enforcement capacity, align with international standards made this research necessary. In particular, the lack of a systematic account of possible gaps relating to new and emerging tobacco products, taxation and enforcement mechanisms was making policy development difficult. In response to this need, the World Health Organization (WHO) Country Office in Türkiye launched a national legal environment assessment examining Türkiye’s tobacco control legislation and implementation capacity.
Force & Brothers’ approach
Force & Brothers conducted the legislative and implementation analysis through mixed-methods research. Our team combined a comprehensive desk review, field observations and online interviews with seven key informants, reported the findings and presented them at a stakeholder meeting.
Outcome
The research identified strengths and implementation gaps in the legislation, led by Law No. 4207, and in the areas of advertising, sales, the smoking ban in enclosed spaces, new tobacco products, taxation and enforcement mechanisms. The report set out concrete recommendations for strengthening enforcement, closing legislative gaps concerning new products and increasing the participation of civil society in oversight processes.
