An evaluation service that monitored the technical and financial implementation of 107 projects supported by the Istanbul Development Agency over two years.
The need
The starting point for this service was the need for independent and systematic monitoring of whether 107 projects funded by the Istanbul Development Agency under its Innovative Istanbul and Children and Youth Financial Support Programmes complied with their contracts, budgets and implementation schedules. With many beneficiaries running projects at the same time, failing to identify technical and financial risks early created a gap that could lead to implementation and expenditure irregularities for both the Agency and the beneficiaries. In response to this need, Force & Brothers provided a service that monitored and evaluated the technical and financial implementation of the 107 projects over two years.
Force & Brothers’ approach
Force & Brothers assessed the projects’ compliance with their contracts, budgets and implementation schedules through document reviews and site visits. Over the two-year monitoring process, our team identified technical and financial risks, guided beneficiaries on contractual rules and reported its findings to the Istanbul Development Agency through regular reports. All monitoring and evaluation work was carried out on behalf of ISTKA and in accordance with the legislation in force.
Outcome
At the end of the two-year monitoring process, the technical and financial implementation of the 107 projects under the Innovative Istanbul and Children and Youth Financial Support Programmes had been independently evaluated, and potential risk areas had been identified at an early stage. As a result, the Istanbul Development Agency gained a reliable and regular monitoring mechanism showing that its resources were used in line with contractual and budgetary rules. Our monitoring services covered every stage, from the signing of the project contract to the approval of the final report and the programme evaluation, and all closed projects under the monitored programmes were handed over to the Agency. Within the monitoring and evaluation services, more than 1,000 monitoring visits were carried out, all projects were served in accordance with the Monitoring and Evaluation Regulation and guidelines, and the results were reviewed periodically with ISTKA.
