The need
The starting point for BAUSAS was the need to run Bahçeşehir University’s procurement and tender processes in a standard, traceable structure fully compliant with the Council of Higher Education’s (YÖK) Procurement and Tender Regulation for Foundation Higher Education Institutions. Procurement processes carried out with different procedures and workflows in different units created a gap that made regulatory compliance and institutional traceability difficult. In response to this need, Force & Brothers reorganised the university’s procurement and tender processes within a common management system through a five-year engagement.

Over an eight-year consultancy process, Force & Brothers has supported the university in project management, procurement and tender management, and institutional capacity and quality processes. Our team standardised workflows, prepared the necessary process documents and provided technical support for the implementation of the system across the university.
Outcome
At the end of the eight-year process, Bahçeşehir University’s procurement and tender processes were first brought together under a regulation-compliant, standard and traceable management system. As a result, the university now has a structure that runs procurement within a single framework, with consistent documentation that is ready for audit.
