Digital Competency Assessment Tool Developed for KADEM Now Available

In today’s world of accelerating digitalisation, competency is no longer limited to the ability to use technology; it is now seen as a combination of multi-layered skills such as accessing information, producing content, collaborating, developing safe digital behaviour and using artificial intelligence tools effectively. This transformation makes it necessary to measure digital competencies with more holistic and precise methods.

Developed in response to this need, the Digital Competency Assessment Tool has been designed by Force & Brothers for the Women and Democracy Foundation (KADEM) and made available for use. Going beyond revealing individuals’ current levels of digital competency, the tool systematically makes their strengths and areas for development visible and offers users a personalised development roadmap.

Developed as one of the core components of the “Women in AI” project carried out under the ISTKA Artificial Intelligence Technologies Financial Support Programme, the system sits at the centre of a holistic model that strengthens the link between training and employment. This structure makes it possible to establish a direct, data-driven relationship between the learning process and the labour market.

The Digital Competency Assessment Tool rests on a strong scientific and methodological foundation. Developed on the basis of international measurement models, above all the European Commission’s digital competence frameworks, the structure ensures that assessment results are reliable, comparable and aligned with international standards. This approach takes the outputs beyond a simple test score, giving them the character of an analytical assessment that reflects the individual’s actual digital capacity.

One of the system’s most distinctive components is its AI-supported assessment approach. The tool analyses user responses in real time and creates a dynamic, adaptive measurement process for each individual. The difficulty level of the questions changes according to the participant’s performance; where necessary, additional questions are introduced to increase the depth of measurement. This structure makes it possible to go beyond standard testing approaches and conduct a more precise, individualised assessment process.

Within the assessment model, self-assessment is considered together with actual levels of knowledge and skill. The user’s own perception is compared with performance data, which balances the results and produces a more consistent output.

In addition to supporting individual development, the tool also establishes a direct link with the labour market. Employers can analyse candidates’ digital competencies on a data-driven basis, allowing recruitment processes to be built on more measurable and reliable criteria.

The score provided at the end of the assessment process is more than an output describing the current situation; it serves as a decision-support mechanism that directs users to suitable training programmes, development modules and career opportunities.

In this respect, the Digital Competency Assessment Tool stands out not as a structure that classifies individuals but as a system that supports their development and makes their potential visible. With its AI-supported approach and data-driven design, it makes it possible to build a strong, sustainable and analytical link between individuals, institutions and the labour market.
